Tianjin Neptune Offshore Engineering Development Co., Ltd (hereinafter referred to NOED) is a high-tech enterprise specialized in R&D and design of structure, device and equipment of offshore oil engineering, onshore construction management, and offshore operation services. Headquartered in Huayuan Industrial Park, Nankai District, Tianjin, NOED also has set up Production Management Department, Construction Procurement Department, and Comprehensive Management Department in Tanggu, Tianjin. NOED employs nearly 93 people, 12 of whom have senior titles and master’s degrees, and nearly 48 of whom have university background.

Since founded in 1993, taking bucket foundation research as technology breakthrough, NOED has achieved more than 20 patents from Chinese Patent Office, completed over 100 offshore structure procurement, design, install, test and control projects (20 of which include the entire process from technical plan, structural design, material procurement and land prefabrication to offshore installation) as technical unit. Among completed projects, many have adopted new marine engineering technologies that were firstly applied successfully in China, such as the first pair of oil tanker mooring suction anchors, the first set of air operation sinking/recovering drilling vessel suction anti-skid pile, the first group of bucket foundation platform, and the first bucket foundation submerged pipeline dry work chamber. The company has not only promoted the development of China’s offshore oil, but also accumulated valuable experience in continuous engineering practice, and has won credibility.

Integrating the wisdom, knowledge and skills of the staff, NOED has been rejuvenating our country through entrepreneurship, and taking independent innovation, professional dedication and first-class service as principle. Through over 10 years of research and technology accumulation in offshore engineering bucket foundation, NOED has brought forward the academic thought of “ocean environment-friendly offshore engineering technological system” to guide development of engineering products, installation process and construction equipment for small shallow-water oilfield. With independent intellectual property rights in marine machinery, NOED is engaged in research and development of a number of high-end marine equipments, which will create efficient and low-cost design and construction methods, enhance economic efficiency and better reflect "win-win" between NOED and customers, so as to enhance core competitiveness and make NOED always lead the market.

NOED’s core technology has been fully applied in practical projects. Qualified subcontractors have achieved corresponding qualification certificates from proprietors, such as:
• Offshore Equipment Maintenance Certification issued by China National Offshore Oil Corporation (CNOOC)
• Sub-contractor Safety Qualification Certificate issued by Offshore Oil Engineering Co., Ltd
• Safety Operating Permit (Grade B) issued by Oilfield Construction Company

NOED passed ISO9001: 2000 Quality Management System Certification in 2001, and OHSAS18001: 2001 Quality, Health and Safety Management System Certification and ISO14001: 2004 Environmental Management System Certification in 2007.
